I got the silver dragon outfit for purchasing the 1 year subscription but it is only available on 1 character. is there a way to trade it or obtain it on additional characters?

it seems absolutely retarded that in a game type where playing on multiple characters is common that a reward for making a full year commitment wouldn't be account bound.
