I dunno if it'll work for anyone else, but I went into processes and found my Client.exe was running with normal priority. If you go into your processes, ( CTRL ALT DEL > Details ) and find the client, you can change the priority to HIGH and get a moderate improvement to your framerate. There's alot less stutter too. Won't help much in raids, but for the rest of the game it's pretty smooth.

 

(For windows 10 users, but other versions of windows can do this too)
