unable to change settings

I changed my settings somehow in game, now I cannot change them back as my game window is no longer large enough to click apply and other buttons not showing in my window.  Any way to change outside of game?

Can you take a screen shot so we can see?

I've got the same issue...  clicked in the "optimize for low-end pcs" and accepted...  window was thrown down to a 800x600 size and now I can't change anything back since I can't scroll down.  tried restarting the game, but with these settings, I can't even scroll down enough to accept the EULA.
