client and game freezing : status "not responding"

Hello, i am new to the game and community here.
My problem is what the title says.
My pc  compared to the recommended and NOT the minimum system requirements is a bit "better" so even in maximum settigns i should not expierence that freezing let alone in the minimum which i did as test.
However , i think it is not low fps or outdated parts,  but something else cause in task manager the whole client (and game) has the following status: Not responding.
It goes in "not responding" status for about seconds then 1 sec to "running" (normal) then back again goes full cycle.
I read that there might be a problem with razer/asus but i dont have any services (or parts) of  these companies.
Any ideas that could help??
