Consistently low fps, amd graphics card

Ever since launch I have been getting consistently low framerates, while in un-crowded areas it can go up to 120 fps (I have capped it to 60 now), when I am in Jadestone/Hogshead or any other major hub it goes down to less than 10. In dungeons it's also around 25-ish, while if it's say poharan boss fight 24-man, even with crtl+f it rarely goes over 10-15.

Radeon Software Version - 16.1.1
Radeon Software Edition - Crimson
Graphics Chipset - AMD Radeon R9 200 Series
Memory Size - 3072 MB
Memory Type - GDDR5
Core Clock - 1000 MHz
Windows Version - Windows 10
System Memory - 4 GB
CPU Type - AMD Phenom(tm) II X4 965 Processor
 

Now while I am aware this is certainly no "high-end" PC by today's standards, it was still enough to play for example Dragon Age Inquisition on Ultra settings with 50-60 fps without any trouble.

 

I have tried to utilise Radeon Pro, like someone on reddit suggested, but it doesn't really apply the setting for me and hasn't changed anything. Driver is updated, and when checking wit MSI Afterburner all CPUs are being used and GPU is around 65-70%. Any help would be much appreciated.
