Major lag issues

Hello everyone, 

So I'm having some major issues with lag in this game, but I only lag when I'm with my mom and don't lag at all when I'm somewhere else like with my dad. My sister also plays and doesn't have any issues with mom while I can barely play at times. It's not FPS related as my FPS remains around 30-60, so it's the internet but it's weird that I have issues while my sister doesn't. Is there anything I can do about this?

If you have other people connected to your access point and you're the only one experiencing lag, it would then be a local issue. Your computer is either throttling your internet, or another application is using up the bandwidth. To prevent this from happening, close all unnecessary programs before launching the game.

Is there a way to test/check if any of those 2 possibilities are true? I tried closing everything else including my browser but it didn't seem to help.
