[UI] Target frame and others no longer moveable in Arena

I can no longer move the target frame, pet frame, or target buffs/debuff frames in arena. The boss hp/buff frames also reset. When I move them outside of arena they save successfully and appear where I want them. But as soon as I load into an arena game they reset to the default position.

 

This is incredibly annoying and debilitating to my arena experience, as this was not the case until yesterday's patch and my UI is very important to me when I am playing a competitive game. You can see that there is no way to modify the position of this frame:

 

 

But when I'm outside of arena it looks like this:

 

 

 

Please fix this ASAP, it's ruining the game for me since every time I do arena I have to refix my UI.
