PVE help

Hi, I have hit level 45 a few days ago (before the patch on the 10th) and I wandering a few things about PVE (I am going all right at PVP atm). I grinded out the 'Blackram E. Fleet' And the 'Blackram Supply Chain' missions to get the soul shield. However, I only have 27k HP with it and I see others with well over 36k HP. Is there another PVE soul shield I should know about or have I just done something wrong? My accessories are all at upgraded to just before the siren stuff and my weapon have been upgraded too just past the dokumon one (I think that is what it is called). I tried the first floor of mushins tower and can't seem to do it, and I think my low HP might be the reason why.
