NCsoft incompetent, or just really bad at Customer Service?

Is NCsoft incompetent as a whole? Or is it their customer service.

I've submitted tickets recently regarding the fact that im not allowed to add ncoins to my account with my CC.

Basically what they've done to these tickets is, they checked them as "solved" when they are clearly not remotely solved.
