Okay so I half kill Wu Fee then he goes green and disappears while dogs appear. If you do nothing then he comes back and the dogs turn into potheads ( no idea what they are called ). If you start killing the dogs then after some time Wu Fee reappears also.   When I try to complete the quest via questlog then I do not have the option.

In other words, how can I finish this quest?

It's part of the event. You have to weaken him down, when he gets to a certain percentage he'll go green, at that point dogs will appear, you have to attack the dogs to find which dog he is (but you have to be quick as he regenerates his health while you try to find him) once you find him the process is repeated 3 times i believe ofc depending on how quickly you can kill him and how quickly you can find him.
