BnS Lite Installer [This App Can't Run On Your PC]

So I will get right to the point. 

I downloaded the BnS Lite Installer without any issues, however, when I try to open it I get "This App Can't Run on Your PC. To Find a Version for Your PC, Check With the Software Publisher." I looked into this issue before coming here and nothing specific came up. There was information regarding installing other C++ versions and .Net Frameworks. All of which has failed. I also tried trying to install in safe mode, making sure my drivers were updated, and pretty much all your basic things regarding this issue. I am running a windows 10 system which has said to work completely fine with the installer. That's what is a bit frustrating. So I was hoping that maybe someone could help me out here in seeing what the issue may be.

As your machine runs Win10 it may well be that you still have to install DirectX 9.0c final (a required a side-by-side installation, it does *not* clash with later versions!).

it seems the download file was wrong, the size was different when i downloaded it for like 16th times, maybe the download server has some bugs?
