I keep getting error E03001...

I keep getting an error called E03001 when I try to launch the game from my shortcut on my desktop. I went to the forums and saw that a post, indicated that I must launch it from the shortcut on the desktop.

 

I have been doing that, however the problem STILL persists. I was wondering if NA servers are down at the moment.

 

Can someone shed any light on the issue? Any help is appreciated, thanks!
