Crash After Splash Art (Likely GameGaurd Related)

There is ZERO reason why my new laptop goes to crash error report at the Splash Art "screen", but my desktop which is 7yrs old can now run it perfectly fine (after working out issues with the Razer Synapse software).  I have literally tried EVERYTHING I could find on the forums about this to try and fix it. Turned off firewall, don't even have an anti-virus, no Razer products, turned off all startup services (not including Microsoft ones), deleted the GameGaurd folder/.des file from the bin folder & relaunched, repaired files several times, windows 7 compatibility mode, etc.

 

NOTHING WORKS. Any ideas?
