    "You need complet "Taking Refuge"  in Tab "Call from the Realms". Gunwon City> Celestial Basin> Park Youngha. 

     

    First talk to NPC's in Silverfrost Mountains> The Cardinal Gates> Midnight Skypetal Plains."

    This advice works. Once you go inside skeletal plains you will be able to windport over. Thanks!
