[Extreme lag and characters/world not loading properly]

Hi, I;m having extreme issues with lag, low fps and my world and characters loading properly. I'm stuck with max 60 FPS and the characters/bosses stuck doing T-poses. It's very hard to do any kind of boss when theyre run up to me with a t-pose and stun my character. Even if I turn my settings to the lowest, it's still lagging 

 

my hardware: 

Nvidia gtx 1650

intel i5-7400

16 gb ram

 

i also use ethernet so the internet shouldnt be an issue.

No matter what i do, nothing seems to work. I'm completely stuck at 0/3 even if i do the quest right. Help??
