It does seem that whatever testing may have been done... it wasn't very thorough.   There are missing materials for the Silversteel Weapon upgrade, and materials that we don't use (we're missing 3 PTS, 4 Empyreans and 10 Elder Scales as far as I recall) which will affect new/returning players more than the rest of us.
