I am a returning player after many years, I am trying to find an upgrade item, the "Cinderlands Baotite Lynblade" https://ibb.co/c2NQW2Z , but the NPC that is meant to sell it isn't. What am I missing?

Questing has been streamlined and you will be given approbiate equipment while leveling. Upgrading (low level) weapons is no longer supported.
