Achievements not completed after using 60 Voucher.

Basically I was on one of my characters I used the last free level 60 voucher we received and noticed the achievements points are about 1k lower than my other characters I had used free 60 vouchers on. Bare in mind I didn't play these characters much after making them too, so they should be similar in points.

 

That being said, the character in question is currently completed the entire storyline as of right now and is 60 HM 23, yet all achievements for completing story-line are not completed in the U window. The main issue is that I was going to use a class change voucher on this one as I had recently been playing it again etc .. and when going to the NPC for that, it requires you to have completed "legacy of the Hongmoon Clan" quest. This quest is for unlocking 3rd specializations but it is not in my J - quest letters, nor is it accepted. I can't complete this quest despite my 3rd spec already being unlocked as the level 60 voucher would have auto-completed it anyway!

 

I've contacted support and still haven't heard back from them, but as of late support has not been very quick in getting back to us on time due to a large amount of tickets going in from what I've heard, so I've taken to the forums to see if anyone else has experienced this issue and is there a fix for it?
