Chat typing bar not saving when changing position

I try to move the chat typing bar from the center to another part of the screen but it doesn't save the change, it goes back to the same place in the center.

Not only on what @Oldana reports, but the entire UI can bunch up in the upper left corner of the screen when you're going into a dungeon from F8. After you set the chat bar, it changes back to the center of the screen when you change instances. This is really maddening and frustrating. This was not happening before the emergency maintenance yesterday. Y'all broke something. If you want video proof of it, I streamed this morning and this happened throughout my stream.
