Install consumes all available disk space then fails

After more experimenting, I have discovered that even after uninstaller and reinstalling the launcher, installing the game consumes all 144 GB of available disk space even though the launcher claims it's only going to need 54.33 GB

 

Does installing really require more than twice that amount?
