Where Do I Acquire the "Unrefined Siegestorm Bracelet"?

I'm want to open my chest that contains the "Stormsiege Bracelet," but I need the "Unrefined" bracelet first.  I thought I could get it from Kangcha at Mushin's Tower, but I didn't see it there.  Could someone point me in the right direction.  I'd greatly appreciate it.

Check the npc at mushin tower who sells stuff for grand celestial wings (I forgot his name 😞). The item costs naryu silver and some gold.
