Whats wrong with GPU utilization with UE4 ?

did i miss something or this game is moody ? 

 

my 1080 ti graphic cant handle this game starting from day 3 

 

day 1-2 was utilizing 50-80% and i had stable 60-98 fps in Raids with  4 settings now the game cant utilize 40% of the GPU and i get 20 fps in 4 man dungeon 

 

so what is happening with this UE4
