where is the npc? [bug][TheEmperor'sTomb2 Quest]

Is this a bug? (and can i fix it?)

 

There is no npc for me there.  relogged, abandonded, reaccepted the quest etc didnt work for me. what should i do?

 have you started it already sometime before?

 

oh I watched your screenshot for more detail, you haven't done much of your yellow story quest - in your case I'd finish the current Act and look for this quest again, after.

Yeah, because your main quest (the yellow one) isn't progressed enough, I think your orange quest is kinda stuck, as your story doesn't follow chronologically. 

Like Belido said, continue your main yellow quest in priority before returning on the orange one ^^
