New Content VS Old content

Hi there , Now i Have been wondering about these two issues 

First Issue :- 
 New raid Has been release long way ago And the old content Such as Blood Rose & Scarlet Bloom  Still Not bound to Account.

Second Issue :- 
Naryu Sanctum Has brought with it New content which is Nocturnal Scale... > Isn't that obvious To make the old Content which is Elder Scale Bound to Account ?

Now I'm asking IS THERE ANY WAY TO FIX THESE TWO ISSUES ?

It is not about how old something but how relevant to the entire playerbase.

It will still be a while before the scales become acc bound, and roses / blooms possibly with the next update we get.

You know what's sad about the older content? All those older dungeons from Blackram to areas in the Moonwater plains that are ignored, and beyond now because they aren't needed to level up gear anymore. The changes made to gearing has render all the older dungeons and raid dungeons useless. They're simply not required so they are ignored now.
