Cant get to mushins tower floor 9?

After beating 8 what do i have to do to get to floor 9 there are no portals or anything what quest am i missing or...

No, I mean it physically wont let me enter the portal.

portals in that room are, on left side 1-8f, in the mid 9-15f, and on right side 16-20f.
