I think back in 2016, Silver Dragon outfit came with a bundle with 365 days Premium Membership. Is it still the same in 2020? Has anyone recently bought that membership?

So then, according to the link you provided, it's a no. We can no longer obtain the Silver Dragon outfit. It's not on the list for premium benefits.

Yes is the short answer. Whether or not they'll bring back the outfit YOU want, that's a 50/50. They usually end up in either Trove or RNG outfit boxes.
