Merchant not spawning in HM/CS?

I did quite a few Heaven's Mandate and Cold Storage and it seems that the merchant of wonders is not spawning anymore. Did the rate got reduced or did the merchant get removed? Is this intended?

yeah, its odd. i also do cs every day with 4 chars and at least one merchant per day or every other day before the patch. now, none.
