Error trying to buy NCsoft Coins!

I am getting this message when i try to buy NCsoft coins: Transaction refused as requested amount exceeds the amount authorized by the issuer bank. Please use a different credit card or contact your bank.
now ive been trying to get the 1600 coins for 20 Euro and when i check my bank account theres 50 euro there, so i don't get this?? and when i try to use Paypal i just get: Error - oops something went wrong, please try again later. no weird code underneath it,just a text....
