It's always been 3.

After the update they simply deleted the rewards for 2 and for 4 quests, the rewards for 3 and 5 stay the same.

Those were just event rewards. For better or worse, in this event you don't have to complete the daily challenge at all, you just have to do two varying quests and the event dungeon, plus several weeklies.
