Fire Gunner's Gunner Blazing passive is bugged

Hello, I'm not quite sure if it's the passive itself being bugged or the tooltip simply being wrong. The tooltip says: "Triggers +3% Attack Power and +60 Boss Attack Power for 5sec. on a successful Unload (Max. 3 stacks)". From what I am seeing, at the moment you sometimes do get a stack from Unload and you sometimes don't. The tooltip doesn't mention any RNG ANYWHERE. Would like to receive an answer from someone higher up who'd tell me if it's another of those tooltip fails or if it's a bug (in which case we're losing quite a bit of dps for no apparent reason) passive tooltip image
