Can't find or create party for Fallen Aransu School or Snowjade Fortress

It just shows up with a grey button that I can't press. What should I do? I need to complete them for the quest "Know Thine Enemy: Part 1"

did you do the orange quests for them and are you level 60 ?

you need to finish the orange / red questlines for them up to the point where it asks you to do the actual rainds to unlock them.

 

also those are only 1 per week entry unless you use a reset item
