Completed Windrest, didn't unlock Windstride

I did the "High Life" quest chain, all the Daily quests and completed the island... but the Windstride point isn't available to me. Andromu is no longer interested in making me a dragon pulse to go there.

ok, after I did the repeatable version once, it opened up the Wind Dash for me.
