Dragon Flame Juwel, problem.

The event Juwels, Dragon Flame Juwel can't be used to upgrade PvP accessory.

 

As someone who has his PvE accessory maxed right now out they are useless, but i could still need them to upgrade PvP accessory.

 

Was this intended or an oversight?

if you mean skyshatter / skyperal ring/earring then you should upgrade the pve path and just swap them over at stage 10. its much cheaper and doesnt use a lot of bloodstones.
