How to use the Outfit Delivery stamp?

I bought 24 Outfit Delivery stamps, since I didn't know outfits are character bound lol, but I don't seem to get how to use them. I tried mailing them but it requires 10 Gold thingies, which I don't have. So can you tell me how to use them? Do I need to get those thingies now?
