Skysunder elevation chest

I got that chest yesterday cause I thought I could get the Skysunder neck from it for pvp but when I tried to open it it only gave my 1 choice instead of 2 lel is this a bugg or?

Do you have bloodstone fragment in your inventory? For some reason these chests doesn't show the second option if you don't have the material required for opening in your inventory.
