Moonlight Explorer Outfit

Just to ask, its not tradable to other people which I understand but, its also not mail transferable with the outfit vouchers to other characters on your own account, is this working as intended does anyone know or potentially be patched like other store stuff to allow sending to your own alts? 

 

Is there any other way to obtain this on my alt as my first character doesn't really suit it?
