can i use Lvl 60 Voucher on a lvl 1 chara to get it to lvl 60 directly ?

Yes you will be able to to do that. If the character is already created you will need to finish the tutorial. Otherwise you can use it during the creation.

@Cyan  Existent lv50 Vouchers will be turn into Lv 60 instead? or whats gonna happen to them?

I think they will changed it to lvl 60, or the 60 Voucher will be another item

That is correct, existing level 50 vouchers will be replaced by the new level 60 vouchers with the maintenance tomorrow.
