Healthbar issue

[Stular]

When I hover my mouse over any character (NPC, Enemies, and other players), it shows their healthbar but doesn't show the actual HP in numbers.

Additionally, sometimes when hovering above another player, there are two bars - one that only shows a solid line without any numbers then one above it that shows their current HP.

The current character I'm using is a Summoner Lyn.
