should I be leveling/training skills

Ok dumb question I am sure but all of the build videos I have found show me as I level up I should go to the martial tome and level up skills. However in game (I am lvl 40) I go to the tome and click on the skills and I do not get a window  that would allow me to level them up. The only option I get are buttons out to the right of the skill that allow me to choose the effect of the skill (basic skills, stun, knock down, etc)

 

Are these videos I am seeing just old or am I missing something?

What you're referring to was the old skill system, the new one/one we currently have will unlock itself as you level up. The only "unlocking" you need to do with this current skill system is to unlock your Hongmoon version of skills.
