Frost Warlock Bug After TT Patch?

Hello, since the patch on May 9th i can not cast 24 dragoncalls and 37 bombardbents per soulburn anymore. It also affects normal ones and really hard to get over 2.0 rmb/s which i was able to do 2.15/s before. This causing me to lose around 15% dps since dragoncall cooldown depends on bombardments. I am not the only one experiencing this, saw few streamers/friends have this issue also after the update. I know some still can do max count but some can not. Can we have a state about this please? Thanks.
