It is not possible to pass Ugum for getting to Ogong's Hall because that NPC keeps fighting forever and ever. There is no way to talk with Ugum. Ergo i cant level forward.

This quest has been bugging out for a lot of players since 2016 (so it's a known bug).
It's recommended you try either:

1. Moving into a different zone, then windstriding back in.

2. Re-logging.

3. Moving out of the NPC zone (~20 meters), wait a few minutes (1-2 minutes), run up to the NPC (just hit "W"/Forward key) instead of "W" + "Shift".

4. If none of those work, try submitting a ticket.
