Dynasty vs Pulse mystic badge

I see on bnstree the dynasty mystic badge is rated higher than the pulse mystic badge.  But does 4000% of attack power deal more damage than 20% increased critical hit damage and 100% of attack power as additional damage for flicker?  It doesn't seem like it to me mathematically.

For pvp is vt badge definitely better, the chain lightning pierces parry and def and hurts alot. But in pve the dps difference is not that high, especially without vt8 ss set. The 20% raw cd increase is very good for pve where you basically crit all the time.
