Download Stuck at 75%

My download constantly stops at 75%, 

I restart, same thing happens,

I run as administrator, same thing.

I had the game before and it worked perfectly, but I'm really upset that it's not working this time.

 

I am not going to give up, so can anyone PLEASE help me!

they say u need to use vpn when u downloading the data, turn the vpn on when u logged in and started downloading
