How do you breakthrough True Blight Razor rank 5??

To breakthrough i need a cinderlands baotite razor. It says i need to purchase it from sujun in Yehara Mirage with cinderlands valor stones, the only problem being is that they dont exist anymore and he doesnt sell the cinderlands razor. So can I even get the cinderlands razor anymore or what. Is the true blight razor even an upgradeable item anymore?

You won't be upgrading the Blight Razor anymore, in fact you don't even get the hongmoon weapon anymore. You should have the option to extract it for a new weapon. You'll be getting stronger weapons directly from story quests, there are no more evolving weapons until legendary.
