Three Point Landing CHO IS MISSING

I've tried this quest multiple time abandoning it then starting all over. Every time I glide to the roof cho isn't there. Bunah also just wind strides off the moment I step on the roof. :( Server is Zulia

You have to beat the golden diva. He will drop essences to use the wheel in that area. Once the wheel drops the dragon bone he will appear. Hope this helps.

Item needed is Dragon Bone Inscription. Serpent Calling Bell is for the next quest after, Hit the Ground Running.
