How often are classes rebalanced?

Why can't they rebalance classes more often instead of having one class be absolutely dominant (such as WL) for an entire year before they do something about it?

This is their way to handle things, instead of making a balanced game they prefer to make one class players happy. This year's fav. classes are bd and wl and it will be enough for them for next a couple years and meanwhile, they gonna buff other classes and they will say that we heard what you said and we care about you. And following years another class will be OP. You just need to wait for your turn

Last time BD was "year fav" was lvl 45 hm patch.
