Can not use mail to send item to others after charging Ncoin

The system said:" You are required to charge your NCoin at least once to send mail. Then I bought 10$ code online and apply the code and charge 800 Ncoin to my account; however, I still can not use the mail to send items. I tried to log out multiple times and wait for one day, but nothing works.

I'm still pretty new so excuse me if this is incorrect but don't you have to buy delivery stamps in the Hongmoon store in order to send items to people?

I think it's for outfit only, I was not sending outfit.
