Random question about clans recruiting...

So, this is something I've noticed when I began levelling another character. Why are there clans recruiting in region chat for 900+ AP players in areas, like the Viridian Coast and Cinderlands, but I never see any of them recruiting in, like Zaiwei. I mean, these are the areas all the lowbies are going through, so what exactly do they hope to get from advertising in the starter levelling areas with high AP requirements?
