Can't remember if the npc ever sold it (fl 5 was and is sold there).

There is no way to buy it. It can only be dropped (or be found in some event boxes). Most drops you get from floor 13. Sometimes there are also drops on floor 12 or 14.

NPC never sold 13, only floor 5. as the person above said it only drops from the floors right before Naksun.. but i have noticed a massive decrease in drop rate.

its a drop from 12th and 13th floor, havent seen it drop on other floors so far, can anyone confirm its only these two?

I actually got them from daily dash, if I recall correctly, never did Mushin tower other than farm for the junghado hat, i got like 10 sitting on my reward box, just wait for trove thing to pass and it will come back.
