Changeup and Crossfire/Undertaker Moves 2 and 3 seem pretty useless

For both specs, that is. Every time I use either one of those two Crossfires then use a Changeup with CC applies to an enemy the damage is always underwhelming compared to just using Move 1 on Crossfire. Clear Shot on Crossfire Move 3 seems to only benefit Changeup in any meaningful way as well, and it seems to be outdone by Move 1 anyway, especially on Fire spec. For a high damage high mobility class, these set-ups seem pretty pointless even when considering the rest of the kit.
